There is no analytics on this site, no advertising pixel, no session recorder and no third-party tracker of any kind. Nothing here follows you anywhere, and nothing builds a profile of you.
Everything below is strictly necessary — meaning it exists to make the thing you asked for work — and under the Privacy and Electronic Communications Regulations that kind of storage does not need consent. It is listed anyway.
Because there is nothing non-essential, rejecting on the banner changes nothing about what is stored. It is offered, at the same size and the same prominence as accepting, because a choice that only exists in one direction is not a choice.
